Program Management for Development of KACARE Master Plan

The KACARE Master Plan aimed at the creation of a new flagship city in Saudi Arabia in the vicinity of Riyadh over an area in excess of 6,300 hectares. The master plan included a mixed-use of institutional, research facilities, commercial, recreational and housing activities, and infrastructure systems. The Vision of the City is to make the Kingdom of Saudi Arabia among global leaders in the atomic and renewable energy value chain, a main source of related knowledge, and a pioneer in the propagation of sustainability principles and the adoption of an optimum energy mix throughout the Kingdom, in a commercially driven manner with quantifiable benefits for citizens’ welfare, businesses and resources. Mindsets/SETS was commissioned by KACARE to undertake the Program & Technical Management of this prestigious project. Duties included: (i) Overall management of the project operations, contractual and technical support to the project leadership with more than 30 main contracts being managed; (ii) Assistance in procurement of all parties involved with the project (master planners, consultants, visionary consultants, contractors, etc...) including preparation of RFP’s, analysis of technical and financial proposals, contract negotiation and award; (iii) Initiation and management of the master plan design studies through an ideas competition which gathered 12 internationally and locally acclaimed master plan consultants; (iii) Management of an international multidisciplinary infrastructure consultant who is advising on utilities concepts (transport systems, power generation, water resources, drainage, etc...); (iv) Leading and managing the e orts to design and build a world class exhibition that will promote the new city as a role model for the entire Country and region; and (v) Management and review all master plan components including zoning, land use, architecture, roads and infrastructure systems.
