Mr. Noga, an affiliate with Mindsets, managed a team of bankers that has provided over $1.0 billion and $700 million in financing for the Fulton County and DeKalb County GA water and wastewater systems, respectively. Fulton and DeKalb are the two largest counties in the State of Georgia with a combined population approaching two million people. The City of Atlanta is the hub of this region. The team originally restructured Fulton County’s utility debt covenants during the first financing to make the system more credit worthy and attractive to investors. The utility system continued to prosper and Noga and his team subsequently refinanced $250 million of the County’s debt in 2011 that saved them over $30 million in debt service. Less than two years later they assisted the County in aggressively pricing the refinancing of another $225 million that generated present value savings of $40 million. In late 2011, the same team help finance almost $400 million of new money for additions, improvements, and renovations to DeKalb County’s water and wastewater system. The financing would initiate a $1.34 billion 5-yearcapital improvement program. The team was helpful to the County and its financial advisor in identifying changes and improvements to its Master Bond Resolution. The County rewarded the team’s support by selecting them to finance subsequent utility issues.
